Ok, for those who haven't really paid attention to this....the 'state' vote for the city of Berlin, Germany.....occurred on the same day as the federal election in 2021 (26 Sep). It was supposed to save funding by having it on the same day.
For civic matters, remember....there are sixteen states in Germany....of which three are city-states (Bremen, Hamburg and Berlin fit into this category).
So you (as a voter) came to the polling station in Berlin on this 'fateful' day.....voted on one slip for the party to represent your city-state, and on another ballot for the federal election. It was all pretty simple.
Across the city....probably in one-third of the polling stations....everything was fu##ed-up. Within a month after the election....various complaints were lodged and the results of the city election are crapped-up.
After almost a year of review.....they agree....the city-election has to occur again.
Oddly enough.....they also agree that no matter how the new election goes.....you can't dislodge the current proportion of party representatives. Yeah, this means the election has little to no value.
They've come to agree that the new election will occur in February 2023, but they came to 'halt'....saying none of this can go forward unless the Constitutional Court (their Supreme Court) can review the whole matter.
How much time is required? No one says much. If you were asking for a legit answer....I would imagine the Constitutional Court would require a minimum of six months of review, and then come to remark that various 'solutions' here....aren't written into the Constitution of Germany, and you'd have to correct this....before holding a 'fix-it' election.
Just my humble view....this Berlin-City election to resolve past screw-ups....probably won't occur in 2023, and it might be even the first quarter of 2024 before matters can be fixed.
To which, you just kinda sit there and wonder.....would even 30-percent of registered voters in the city even show up for a 'fix-it' election?
