Asylum Act Change

It's a ten-line story which won't get much mileage but ARD (German public TV, Channel One) noted this change coming out of the Bundestag (the German parliament).

The Bundestag made a decision to alter the Asylum Act.  The new rule?  As you arrive as a refugee, you will have to pay attention to the asylum review. 

Individuals will be required to provide ID documents required at the time of the review or accept ID measures.  Delay tactics?  Based on the wording, it sounds like they will tell you up front that you need paperwork to accomplish the review, and failures....are your own fault.  In this case, they are suggesting jail-time or fines. 

The idea of just showing up....no ID or passport, and thinking 'dumb' German will just play along with your act?  I would suggest that day has come and gone.  It's not a five-star 'fix' but it simply makes the process less attractive and a bit more complicated.
