Focus brought up this issue late yesterday, from a public comment of the Stuttgart police. I've written a couple of times about the drunk behavior episodes going on, and confrontations with the police now increasing in the city.
So what the police said....NOT the city authorities...is that they'd like to start personal profiles of the detained individuals (mostly youths, but getting into 20 to 25 year old range as well).
The problem here, you are starting to invite attention by the state data protection people, and some worry over violations of the German social data law.
It doesn't matter if these were all German juveniles, or a mix of Germans and immigrant juveniles....you are basically building a ethnic profile database.
The odds of the state of Baden-Wurttemberg allowing this profile business to go forward? I'd say the odds are heavily against the police and this data profile idea.
In some way, the police are trying to lean forward and be able to provide evidence of trends. The problem here is that drunken behavior or drunk-courage doesn't have any boundaries or ethnic differences.
Now, the odds of some alcohol ban coming up in Stuttgart? I'd give it better than 50-percent odds that some city-wide ban will occur by the end of summer.
