This morning, Heiko Maas (the German Federal Foreign Minister, SPD)....has openly discussed the idea of new restrictions coming up because of "reckless behavior" seen at Spanish vacation areas involving Germans on holiday.
Focus covered the brief news item.
He's not saying precisely what would happen or how the federal government would resolve this.
My general prediction? Over the next week or two.....Germans who were on a Spanish holiday will be returning. My humble belief is that a fair number of them (maybe 5-percent) will be infected and go through the Covid-19 experience. The threat of them being on a plane and returning....passing the virus onto others on the plane? Pretty good possibility.
So I'll predict by the end of July, a testing requirement is mandated at every airport as you return. You can imagine arriving around 9 PM....forced into a hall where testing is required, and four hours spent in the hall before you can get your results, your bags and exit the airport. If positive, the federal folks will hand you a quarantine letter. How you get home, or if they deposit you in some federally-run quarantine center will be the item to be discussed.
