Well....it's a BS thing to bring up. But on social media....there's probably a hundred suggestions that it's PR-only. The suggestion is that he looks like some pirate and gets SPD votes for Hessen/Bavaria in these state elections.
I was mostly amused over this.....to the point that WDR (public TV sub-station for the NW of Germany) picked up the BS topic, and tried in some way to say it was a conspiracy gimmick to suggest it was a PR-tactic.
No matter where Scholz goes....there's two or three security guys around him....twenty-four hours a day. If this had been a fake 'fall' or accident.....it'd be a colossal mistake to think they'd agree to the BS story.
How many Germans think it's a PR-gimmick? Unknown. I might guess it's in the 10-percent range.....if you said AfD-likely voters....it might be as high as 50-percent of them believing this.
