More of the Sami Story

I've discussed the saga of Sami (the deported Tunisian) on a number of occasions.  It came up in the news late yesterday.....the court system has fined the city of Bochum 10,000 Euro for failing to bring the deported Sami back from Tunisia.

WDR (the regional public TV network) covers this.

What the court says is that there is potentially another 10,000 Euro fine if the city doesn't act to bring Sami back.

There are appeals going on, to halt or prevent the fine business from occurring.  The odd factors?

Well, first....a municipality has no ability or rule of law to perform any action outside of Germany (that's actually written into the Constitution....only the federal government has external features for diplomacy or country-to-country action). 

Second, Sami is still being investigated by the Tunisian government for crimes and has had his passport seized.

My guess is that by the end of August (providing Sami hasn't returned)....a second fine will fall into place.  And in September, it'll repeat again.

If I were Bochum?  I'd start a campaign for a tax-fee of some type....called the Sami-tax, and make the residents of the city cover the 10,000 Euro a month via that tax.
