Last night via ARD/ZDF (public TV in Germany), the news covered an event in Brazil. The German Labor Minister (Heil, SPD) was there to do a camera foto shoot and sign a treaty. Topic of the treaty? Germany is paying for a nurse training program in Brazil....with some intention later to 'poach' trainees and bring them to Germany.
Brazil's reaction? They certainly were happy that the bill was being covered by the Germans, but wanted this to be a limited poaching deal.
So....what numbers are we talking about now? Presently, around 2,300 Brazilians are in Germany on a work-permit, as nurses.
Issue? Presently, getting them to be fully approved by the certification....is crap (they are recognized as junior-nurses....meaning the pay level is around 1,400 Euro...marginally enough to survive). Some are giving it less than a year and returning to Brazil.
Germans screwing up on the recognition? Well....yeah, the folks sitting there and waiting for the 'upgrade'.....see themselves as cheap labor.
Mess? I'd say that the upper levels of the gov't have no idea how the system functions, and are just walking in a daze.
