Well...in the end, after you renovate the house and install the heat-pump.....you will discover that you use a fair amount of electricity.
Without the Green folks really saying it....I think the agenda is to get you so far into the heat-pump mindset....that the bill now presents a major problem, and you have to take the next step....adding solar panels on the roof, or having a wind-generator in the backyard.
Extra cost? Go figure around 12,000 to 20,000 Euro on top of the renovation and heat-pump cost.
This being easy to accept if you live in an apartment? No. It's going to be a pain-in-the-ass for building owners.
All of this....to make people even more skeptical in the end about the entire agenda? Yeah.
