RBB is the public sub-TV-network off ARD....centered on Brandenburg and Berlin. About a year ago....a scandal erupted and the 'boss' more or less....had to leave.
After this whole thing developed...RBB hired a company to do an audit. So I noticed the results today (here is the basic report).
What the audit guys say...is that for a few years....RBB regularly spent more money than their budget, so they were on a bank relationship....meaning banks supplied cash but RBB was getting deeper into debt.
Where the money went? Well...it appears mostly salary activity.
In some cases, it's suggested that contracted services were used, but no one can cite what the service was or prove the work was actually done (that's a four-star screw-up).
Where this leads onto? One would imagine more oversight, and probably some effort to control debts....meaning a year or two of major cuts....to rebalance the budget.
A embarrassment? I think for the top level of management now remaining....they have to stand in a public area and have people skeptical of decisions made.
