Starting on the 12th of June, the biggest military air exercise (probably since WW II) will occur, with 250 cargo/fighter aircraft dedicated.
Tons of delays are expected around Frankfurt's airport....in trying to safely get aircraft out of Germany, onto their destination.
Twelve countries involved in the exercise.
Tossing in thunderstorms expected in the period as well.....well....yeah, that's an added feature of mid-June.
The night-ban business at the Frankfurt airport? According to what was said today....the ban will be partially lifted....to help in delays.
A sign to Russia? I would suggest that NATO's bosses see this as a prime example how they could put x-number of cargo flights onto a schedule, and that Russia wouldn't be that capable in meeting the NATO 'landscape'.
The odds of some incident in this period? Yeah....statistically, the odds are there in that something unfortunate will occur.
