Shortly, no one says the date yet, the Bahn people (the folks who run the national railway system) will start a policy which says....if you enter their station or any 'car' without a mask....you will be detained, and put on a 'no-Bahn-for-you' list (my name for the bad boy list).
The idea of just banning a serious number of Germans? Well....first, it's more of a discussion right now. As far as I know...there's never been a list like this.
You can walk around the Frankfurt train station and readily admit there probably ought to be three-hundred dope-dealers or heavy drug-users or nutcases....on a 'no-Bahn-for-you' list. But the station and the authorities have never taken this drastic of a step.
Even if they did this step....wouldn't the court system get dragged into this? More than likely. Course, no one has ever written into the Constitution that railway or air-travel being a 'right'.
The problem I see here....long-term (for more than the next ten years)....Covid is going to be around and the mask deal will still linger in certain cases (railway travel is one of them I suspect).
The easier deal? I'd put a fee of 60 Euro on non-mask users....for each single trip. You enter the station....you need a ticket and the 'extra-fee'. Without the mask.....without the fee, you are in violation and automatically set to a 60 Euro fine (which happens to be the same amount if you rode the bus or train, without a ticket). No one in that case, is going to pay 60 Euro to walk into the Mainz station to buy a McDonalds burger without mask.
I know it's stupid, but it's just as stupid to work up thousands of man-hours to create a banned-list and then get legal folks involved to enforce the gimmick.
