Six Billion Euro?

 There's hype building up in the German public news arena....over how much was spent from 2020 to today....on Covid PCR/quickie tests.

Best estimate by the health insurance industry?  They spent around six-billion Euro (a pretty heft sum).  

The original set price for the PCR Covid test?  59-Euro.  Oddly, as you look in to the analysis and history....it was simply a best guess only.  They used the board-marker of the hepatitis test....to estimate what the Covid test should cost.

Then....as you get deep into the topic...when you finally get the true cost of the kit and test result....it reaches down to around 9 Euro. Yeah....a difference of 50 Euro.  Well....to be honest, if you figure in the manpower, heating, the facility.....it ought to be a bit more than 9 Euro, but nowhere near 59 Euro.

At some point in mid-2020....there was a set price of around 40 Euro.  

Reality in 2022?  The amount finally fell to around 35 to 40 Euro.

Being able to blame anyone for the money wasted?  How?  

There's no doubt that hundreds of these mini-test centers were being run in some corrupt way, and you could easily scam the gov't 500 Euro a day off one single facility (figure 30 days x 500 Euro....15,000 Euro going into your pocket monthly).  There are probably guys standing there today with 200,000 Euro in their pocket because of poorly conceived test standards.
