Four Key Factors Of The German Constitution ('Basic Law')

 First, this Constitution was signed-off on 23 May 1949.  The prior Constitution was thrown out.

Second, if you want to change or update the Constitution....it requires a two-thirds vote of both the Bundestag and Bundesrat (representing the 16 states).  The states themselves only have a vote via the party representation of the Bundesrat.

Third, the Preamble Conscious of Responsibility lists God and man.

Fourth, already in the first dozen lines of the Constitution....it lists the states as having an integral part of responsibility.  Then it affirms that the Basic Law applies to the 'entire German people'.
