I'll make this simple.
Early on in the Covid era (say mid-2020)....the German gov't got into a situation where they initially said that masks weren't a big deal, and not helpful unless you were in a quarantine situation (say in a hospital). Then one day....some folks turned the switch, and said you need to wear masks everywhere.
Then the crew woke up to realize that there were NEVER going to be enough masks (shocking you know).
So the Health Ministry went and did something stupid....they started a order process process saying they just needed masks....anyway....anyhow....any price. Yeah, on a business mentality....this was what you'd expect out of 8-year-old kids.
The China industry complex jumped in, and flew in tons of Covid masks. Some were legit.....some were not meeting specifications. One single office or division to accept them? No.
Within a month or two....the bills came up, and it would appear that the Health Ministry just lounged around and pretended they knew next to nothing about the mess.
So the legal system is saying....it's time to pay the bill, and it's going to be a minimum of one-billion Euro. Some of this fits for legit masks.....some are mask that simply did not meet the specifications.
Incompetency? The German government should have invented a 4-star general position out of thin air....from the Bundeswehr, and allowed him to manage requirements from day one. Politicians understanding the mess they were inventing? No.
At some point, I expect some humor-writer to write a movie-script for this, and have a movie made.
So in the end, every single German (even kids) are going to donate roughly 18 Euro to pay for all the stupid masks requested and received.
