Berlin Story

 Berlin-city government is discussing this idea....mandating that one-third of all city government employees must be immigrant Germans.  The way this discussion goes....once an opening comes up, the people applying would get a 'bump-up' on hiring status, if they could show they weren't born in Germany.

Right now?  Well....the city says around 12 percent are of a migrant or immigrant background.  

Going across the board?  Yes, to include the water treatment plants and garbage disposal.

Being legal?  They'd have to pass a law to mandate it, and one might suspect legal challenges to occur.

Being a problem in thirty years?  Unless the migration trend continues...it's no problem.  If this trend slows down, you'd be standing there and likely hiring migrants into the position with the marginal skills or talents for the job but qualified mostly over their migrant background.  

Additionally, there is this odd prospective if you think about it....there could be one single division within the city....some department or agency....which would be the giant 'funnel' for such hirings, and you could wake up in five years to find that 88-percent of the garbage employees are of a migrant background....and oddly enough only from one single region.
