Starting Tuesday (14th), Malta applies a new Covid rule on incoming tourists. If you don't have the full vaccination (both shots) documented.....you don't enter.
The odds that other European countries will start the same 'rule' by the end of July? I'd give it a 50-50 chance.
If you look at the vaccination rates around the major countries of Europe (France, Italy, Germany)....most have around 65-percent of the population done with the first shot.
If you look around at the lesser countries....it's Slovenia and Slovakia in the mid-40s, and Romania at around 30-percent (at least as of the early part of July).
