I would suggest that if the mandate went away (no requirement in stores, buses, trains, etc)....that probably 80-percent of Germans would continue to wear the mask.
You can blame it on 'feeling safe', or just having gotten use to the use of the mask. It doesn't matter.
In my jacket, I always have a mask. In the car, I keep at least two to three masks. By the doorway of the house, I have a box of masks. Yeah.....I'm in the habit myself.
There's been hype recently that maybe the mask mandate would go away. I tend to disbelieve in that idea.
