Whats the Difference Between 1,000 and 999?

This is a serious subject which has been pushed off into the comical discussion area.  N-TV picked up the topic this morning.

Various states have made up a rule that crowds of 1,000 are not allowed anymore, because of the virus.  Sports events, horse shows, exhibits, rock concerts, parades, etc.

So we pick up this story with the Musikalische Akademie Mannheim....who have an appreciation of classical music.  Mannheim (the city council) set up the 1,000 person rule....so what folks (and the news media) thought.....was that the big academy concert was going to be cancelled.

Well....NO.

The academy set up their security folks and basically said that once the 999th person enters....the entry is halted.  It appears that the folks left will go over to the ticket-folks, and get a refund on their ticket.  The concert will continue.

Well....this got the head SPD Party health expert (Lauterbach) all peeved and upset.  There are rules, and the academy is simply skipping out on the rules....as Lauterbach has commented to the news media.

The problem is.....some idiot (of a political persuasion) made up a number out of thin air (1,000) and that's been totally accepted.  Logic?  None.  The difference between 1,000 and 999?  One.  999 or less works.....1,000 or more doesn't work.

Has the academy really violated any rule?  No. They could have made it 950, and I think that Lauterbach might have still said a few harsh words.

This is one of those odd rules made up for the virus, which doesn't really have a lot of value....other than suggesting big events will invite the virus to be passed around.  To be honest about it.....you could have a meeting just ten people.....one of which is infected, and he gives the virus to the other nine.
