There was a piece that came up today via Focus (the German news magazine), and it lays out what will be the next German government scandal....following the BamF (the migration office of Germany).
This scandal? It's under the Federal Ministry of Finance....with the Federal Agency for Real Estate Tasks.
A letter got sent to a German newspaper....talking about complaints and conditions within the agency. The group....BImA....has the job of handling property of 470,000 hectares (roughly 1,800 square miles) and more than 36,000 apartments. They are in the top five property owners in the country.
So the general direction? The employee complaint letters says there is no personnel concept, no real strategy for housing construction, no long term guidelines for operation and management their assets.
The letter goes on talking about a loss of competence. But in some ways, they lay out the problems that most all German government agencies are suffering from....talking about the waste of high sick-leave, heavy use of part-time workers, employees jumping from the organization to another government agency, or finding better work conditions/pay in the open economy.
What will happen with the complaint letter? One has to be amused, because it's mostly scripted out. First, the scandal will engulf the Bundestag and there will be calls for an independent commission (heavy on Greens, Linke personnel). Merkel and company will fight this off. Then some independent business-community company will come in to analyze the BImA and state in twelve months that they've got a 1980s business model and mentality (which most of the German government agencies likely suffer from to some degree).
Some of the folks who hyped up the complaint business, will then realize that some massive reorganization is about to come, and they will be dragged to the 'new world'. More folks will be brought in, and fresh leadership will demand that people cooperate in the new structure.
They wanted the Pandoras Box open.....they got it.
