This is pretty simple.
First option: you pay farmers a 'bonus' out of the tax-fund 'bucket', and entice them to give up all of their gas/diesel vehicles (tractors, trucks, etc), and go back to mules.
Yes, mules.
In fact, you'd even create a free mule-deal situation where a guy gives up a tractor....he gets four mules....tax-free.
Second option: lessen vacation time for all Germans....down to seven days a year. You mandate with this....only once per year that you are allowed leave Germany for a neighboring country, and every five years....you can travel as far as you desire.
Third option: make all Germans wear the same clothing type/fashion/style. No fancy clothing or Italian shoes.....just plain stuff (made in Poland probably).
Final option: mass hand-out of birth-control pills and make it a national policy of lessening the population from 83-million down to 6-million....within forty years.
