You can use the new train/bus card on any bus or railway deal...EXCEPT ICE, Inter-Ciy, or EC trains.
What that means?
EC and ICE are trains that will cross borders....and travel at a fair amount of speed.
The Inter-City trains? These are the trains which might travel from Frankfurt to Stuttgart, with limited stops and move at high speeds.
This kinda means that if you were in Hamburg and wanted to use the 49-Euro card....you'd have be selective and go only by regional trains....if you were going to use the card for a trip to Frankfurt or Berlin. It means adding two hours onto your trip (Hamburg to Frankfurt for example).
A big deal?
If you were planning to use the tickets for a lot of travel around the country.....without speed involved....this might work. If you disliked wasting time....this ticket won't work.
