1. Is this officially a scandal?
Well....Germans get all tense and hyped-up once you link the word 'scandal' to anything.
What you have is a massive call for 'quickie' Covid-19 test centers in the middle of 2020. Every town of any size had at least one 'quickie' test center. Some of the first ones put up....were only at airports, and it expanded over the fall of 2020. I would guess within five miles of my German residence, there are at least six presently operating.
The majority of them run a standard operation, without any fake testing or fake results, or fake financial claim to the government for the tests conducted (figure 18 Euro per test subject, and around 5 Euro of that is for the test itself.....so you make around 12-to-13 Euro per test subject).
To make this interesting (profit-wise), you'd have to have at least 200 fake people a day on the listing, and this would give you 2,400 Euro per day.
2. What drew people to get into the fraud business?
If you ran a legit center (like the one in my village), you had two people running it (one as a test person, and one doing paperwork/e-mails).
You can do the math, but generally....to pay for the two folks, the rent, and cost factor.....you needed a minimum of 200 people a day to make this work. I suspect in the past six months....various people woke up and figured....what the hell....let's add one-hundred fake people onto the real list, and bump this up 5,000 Euro extra profit per week.
3. Legal trouble?
Oh yeah. Just in legal costs....I'd be guessing that you'd need 40k Euro to avoid jail-time and work out some pay-back system.
4. How many are cheating?
Unknown. Any guess by journalists is a joke.
5. Will we get less testing in the future?
That's an unknown as well. I suspect that half of the test centers will shut down in June-July-August because of the virus trend decreasing. But by October, the trend will rise, and most will reopen.
