Someone brought it up to me about some 'small-time' hood in Frankfurt....which I will refer to as the '542-man'. He has a criminal record of 542 crimes (well, at least on the day that the cops made an observation about the guy). He is a man without a country. He arrived in Germany in the early 90s when the Wall no longer existed....no passport and no visa. He refused to say which country he's from. Some folks think he's from Morocco but that is purely a guess. He's clever enough not to give away his origin.
How do you get 542 crimes in 20 years? You are a dope sales guy.
Cops will do a sweep....find this guy with a limited amount of dope. He states along the way that he uses the dope himself, and the prosecutor/judge team avoid sentences most of the time by just referring the guy to rehab. My guess is that he's probably never done more than six months in the city jail system at any one time, and he keeps getting released to go back and sell more drugs.
No one in the legal profession in Germany really wants to sign people up for permanent stays in the prison system unless they are ultra violent or the threat is beyond belief. In this guy's case....course, I don't know the guy, but I'll bet he's fairly friendly and a good sales guy (at least on dope). He cooperates with the cops....spends a day or two in jail, and life's all good.
Based on just a guess, I'd say the guy is nearing his early 50s, and still has a chance to reach 1,000 crimes. He has no pension plan or retirement objectives....so he'll likely still be out there working hard when hes 70 years old.
