For at least ten years, I've passed through and observed the building.
Yes, those are 'braces' to hold the walls up....it's leaning to some degree and would normally collapse if the braces were not there. The building has been in this woeful shape for the entire decade.
Standing there for at least a decade, and no one does much? That's the curious thing. It'd make a great location for a pub....maybe 20 seconds walking from the station itself. Ownership? It has to be a Bahn property....to be that close.
Some plan? I'm guessing that they've attempted plan this out, and the city probably comes to argue about their thoughts for it, and nothing ever gets done. One day...it'll collapse and some folks will be all shocked. I won't be.
