Well....no. But there's some differing points here.
First, in schools, it's now mandated to test 3 times a week (it was twice a week prior to Omicron). The kits are the cheapo self-test kit type.....costing typically 2.99 Euro at the grocery stores. The government funds these kits. Each kid is observed by the teacher.....conducts the test by himself/herself, and is considered legit (even if done by a 6-year old kid).
Second, at local villages and towns....the government is sponsoring the 18 Euro test conducted (again with the cheapo kits).
Third, no....the government and insurance companies aren't paying for the self-test kits in grocery stores or pharmacy operations. Those typically cost 2.99 to 4.00 Euro per kit, and it's your 'dime' for those. Most Germans will have a couple in the house, and administer the kit ONLY if one or two symptoms come up.
Fourth, PCR tests for vacations....are on your own 'dime'....not the government's money.
Fifth, if you showing symptoms, and your doctor recommends the PCR test....that's covered by your health insurance but requires the doctor to feel sure about the necessity. Just because you say you need it....means nothing.
Sixth, if there is an outbreak of Covid at the office/shop.....your company will typically pay for the PCR test (at least once). Figure 49 to 59 Euro for that test..
