A survey was done....of various countries in the world, and the end-results for Germans is this....one-third of Germans surveyed said that they weren't interested or willing to go for the Covid-19 vaccine (if and when it's finally developed and available).
Yes, two out of three Germans were willing or acceptable to the idea of a Coronavirus vaccine. The others? No.
A problem? Well....you can see three problems developing out of this.
1. A massive effort will be required of public TV and politicians, to convince folks of the need or necessity for the vaccine situation.
2. If these people continue down this path, and their kids attend school....how do you handle this? Would you bar their kids from the school? If you start barring kids, does this open the door to additional society problems or more questions?
3. Finally, you come to the travel question....would you allow the non-vaccinated folks to leave Germany....say for a two-week vacation to Spain? Would the EU step in and say a EU-wide standard must exist?
Did problems from forty and sixty years ago with this type of negativity occur as well? Most historians will say that 10-percent of society has generally been anti-vaccine....every time some new 'Jesus-type serum or vaccine' came along. The one-third number is troublesome. If there are any issues to develop out of the first round of the vaccine? That will only fuel more negativity and convince people to delay the vaccination, or just avoid it entirely.
A rough period approaching in an election year? Yes.
