It goes to what I think are three key reasons:
1. Zero interest among the SPD/Green Party members. They won't say they are pro-Russia, but they have this intense fear/dislike of military operations. You might find some CDU folks urging a unified NATO front, but that's about all you can see in Germany at present.
2. The natural gas issue presses hard. They had to admit around ten days ago that there is almost no real reserve of natural gas......on top of the known issue that Russia providing around 35-percent of their normal natural gas supply. That talk about taking in US-natural gas? Well....after all that chatter from 2019.....they never put money/funding into a port facility to receive the US vessels.
3. Finally, lets be realistic and admitted that the German military machine has a real logistics nightmare, and you could order fifty helicopters to conduct operations tomorrow.....only to discover that parts shortages would keep a dozen of them on the ground. Same story with ships....tanks....fighters....radar....etc. I doubt if the German Army even has enough ammo to last more than 30 days into a real conflict. This issue has been known for almost twenty years, and little has been done to correct the problem.
The Russians may have guessed right on President Biden's fitness.....but they also anticipated a reserved position from the Germans as well.
