Well....if you bring this up in the company of people who tend to vote CDU/CSU or FDP....it's about a 90-percent chance they believe he's not that willing to help Ukraine in the war.
If engaged with Green Party voters? It's probably close to 60-percent who see Scholz on a hesitation agenda.
Every step that the Chancellor does take....seeming to be 'forced'? Well....journalists portray this and even if marginally true.....it makes Scholz look weak in front of the German people.
My gut-feeling? I think via the various Putin phone calls, and insider-to-the-SPD-Party people....Scholz has gotten the lecture to be careful not to invite Russian terrorism to start up on German soil.
