I was watching an episode of N-TV news today (commercial German network), and an interesting topic came up.
Here in Germany, we have the
Bundesamt für Verfassungsschutz Agency (BfV)....the 'Protection of the Constitution' group.....who basically serves the purpose similar to the American FBI.
The law says that the BfV can't monitor children or adolescents. Twenty years ago, Germans would have laughed if you'd tried to suggest a need to monitor kids because they were a 'threat'.
Well....times changed.
NRW (the state) came out with a report and strongly suggested that the time has come to monitor any kid (even under 14 years old) if they seem to be Salafestian in nature (hardcore radical Islam).
An example here....since the war ended in Syria and some German wives of ISIS members have returned to Germany.....there is a suggestion that their kids who came back with them might be a threat.
Going with this suggestion, the idea of serious repeat criminal offenders....even under age 14....should be listed.
Will this occur? Right now, it's mostly a suggestion on what they perceive is a trend.
It'll probably take a year before the other states agree with this and stage a rule change.
