The general problem this triggers?
Lets say that you have a German family (four) who make their way into Spain and enjoy two weeks of vacation, and 24 hours prior to their exit flight (to return to Germany).....they do this suggested idea because they've been in a 'hot zone'. The results? Two of the four test positive.
So, what happens now?
The family unit is probably going to stay there in the foreign land until they can test negative. Where? Well.....I seriously doubt that any hotel will volunteer to let you settle in for ten days.
A quarantine compound? If you wanted marginal living standards, that's the place to go and hang out.
Selling this to the 27 members of the EU? Even that is a question-mark.
If you wanted a mechanism where Germans would totally give up travel and get massively frustrated.....this would be the trick.
Course, you could view this in a way to do car travel, and avoid airport to airport situations, like what Spahn wants to construct....maybe that's the angle for the future.
