Because of the intensity increasing over the documentation of cafes, bars and restaurants with the guest-listing (your name, address and phone number)....there's now a chat going on with the state political folks....granting these folks the right to ask for an ID. Normally, unless you are serving alcohol, that's about the only reason that bars and pubs have the right to ask for an ID.
The small-talk here? Well....this granting of more authority is still underway. Step by step.....you create a path toward a 'big-brother' type situation, and some Germans are hyped-up about this sequence.
What drives the ID talk? This goes to people who seem to be willing to provide a fake name or such. To make the guest-listing work with the Covid-rules....you have to assume the correct info is being provided.
