Today, the German Green Party leadership (Baerbock and Habeck) laid the agenda to get the party as a coalition partner. It's a fairly harsh condition.
If they are a partner, they want to have control over the environmental agenda....to the degree that any situation that comes under the oversight of another Ministry (like the Interior, Agricultural or Transportation Ministries)....where the environment is concerned in any form....that the Environmental Ministry would 'out-rank' all the other Ministries.
So you can imagine an autobahn project coming up and the Green-controlled Environmental Ministry saying they have full control over the project and won't allow the project to move forward.
Odds of this getting an invitation to a partnership situation? I'd say at this point, they've locked themselves out. It doesn't matter if it's the CDU-CSU folks or the SPD Party....neither group would be willing to go along with this type of demand. Maybe it's a massive chip that they would give up but I kinda doubt it.
